Fachgespräch zur Unterbringung und Betreuung von geflüchteten Menschen in Sachsen-Anhalt
Als unabhängige Stelle beobachtet der Flüchtlingsrat seit vielen Jahren die Unterbringungs- und Betreuungssituation von geflüchteten Menschen im Land. Dazu gehören Besuche vor Ort, Gespräche mit Bewohner_innen, Mitarbeiter_innen und Entscheidungsträger_innen, die Weitergabe von Beschwerden und die Erarbeitung von Handlungsempfehlungen. Die Unterstützung von Menschen mit besonderen Schutzbedarfen stellt einen weiteren Schwerpunkt unserer Arbeit dar.
Anlässlich des Abschlusses des dreijährigen Projektes »Landesinfostelle Flucht und Asyl« im Juni 2018 möchten wir unsere Erkenntnisse zur aktuellen Situation präsentieren und mit Ihnen die Bedarfe im Kontext der Unterbringung und Betreuung diskutieren. Darüber hinaus werden Menschen über ihre Erfahrungen des Lebens in einer Gemeinschaftsunterkunft berichten.
Die Gewährleistung menschenrechtlicher Standards in Sachsen-Anhalt möchten wir auch anhand des aktuellen Berichts zur Menschenrechtssituation in Deutschland des Deutschen Instituts für Menschenrechte vom Dezember 2017 erörtern. Ein Schwerpunkt des Berichts ist die menschenrechtskonforme Ausgestaltung des Zusammenlebens in Gemeinschaftsunterkünften. Das Ergebnis lautet u.a.: Immer wieder kommt es zu Willkür und Machtmissbrauch aufgrund fehlender Regelungen; niedrigschwellige wie auch vertrauliche Beschwerdemöglichkeiten gibt es nicht in ausreichender Zahl; nach wie vor fehlen Verfahren zur Identifikation besonders schutzbedürftiger Personen; die Versorgung von Menschen mit Behinderungen ist oft ungenügend.
In einem Fachgespräch möchten wir diese Expertisen vorstellen und anschließend mit Entscheidungsträger_innen und Interessierten diskutieren.

Consistent with human rights and based on needs?
An informed discussion on the housing of and care for refugees in Saxony-Anhalt.
As an independent body, the Refugee Council has monitored the situation of housing of and care for refugees in Saxony Anhalt for many years. Conversations with residents and staff members as well as with decision makers, passing on the complaints and grievances, and developing recommendations for action are all a part of this monitoring. Another focus of our work is the support of persons with special needs for protection.
On the occasion of the completion of our three year project “Landesinfostelle Flucht und Asyl” in July 2018, we want to present our results regarding the current situation and discuss the needs in the context of shelter and care. Furthermore, people will report about their experiences of living in a shared accommodation.
We would also like to discuss the guarantee of human rights standards in Saxony-Anhalt in regard to the current report of the human rights situation in Germany,. The German Institute for Human Rights published the report in December 2017. One focus of the report is the consistency of human rights with the organization of living in shared accommodations. The result of the report is that there are repeatedly cases of arbitrary actions and misuse of power as result of a lack of regulations. This can easily take place as confidential registering of complaints does not sufficiently exist; identifying persons with special needs for protection has no regulated basis; and the care of people with disabilities is insufficient.
We would like to present these findings in an informed discussion and afterwards discuss this with decision makers and other interested persons.
